In October 2017, during the 27th ICDE World Conference in Toronto, ICDE launched a committee for the global advocacy of OER as a reinforcement and support to the ICDE Chairs in OER.
From May 2018, core group member Associate Professor Dr. Ebba Ossiannilsson, Swedish Association for Distance Education has been chair for the committee.
Aim of the OERAC
The overall aim of the ICDE OERAC is to increase global recognition of OER; and to provide policy support for the uptake, use and reuse of OER. Read more on the ICDE webpage about the OERAC here.
All members of the ICDE Advocacy Committee are appointed Ambassadors for the global advocacy of OER for a limited term until end 2019. A smaller group of the members form a core group that works more closely with the chair to facilitate the activities of the Committee and its members:

The OERAC have been working for a year by now. Each of us, in our daily missions are advocating and promoting OER, Open Educational Practice (OEP), and Open Educational Culture (OEC), on behalf of the ICDE OERAC. Our activities and missions are set out in the vision of ICDE, when the OERAC was launched. We have also on regular base Skype meetings in between us every month with the OERAC and ICDE on Whats on the Radar from each of us. Indeed, a lot is happening around the globe on a variety of levels, and in countries all over the world. We are now also trying to together with ICDE to reach out more on what is happening, through ICDE newsletter, Blogs, social media etc.
Policy OER Forum, Warsaw, Poland, 15-16 October 2018
The Open Education Policy Forum took place for the third time on October 15-16 in Warsaw, Poland. The aim of the Forum was to empower policymakers, experts and activists working on policies that support open education by providing an opportunity for networking, exchange of knowledge and future collaborations. Ebba Ossiannilsson took part in the Policy Forum.
This year’s theme was Cooperation Changes Everything with focus on the issue of better cooperation: between governments, experts and educational communities; between countries and at national level – within the Open Education coalitions, within the European Union, and with other open movements (such as the Open Access or Open Data movements).
As in previous years, core topics related to open education policies in Europe were also discussed, such as: open licensing policies, teacher training and digital skills, content repositories and infrastructure, open pedagogy and copyright law for education.
The Forum brought together around 80 experts, from 16 countries worldwide, officials and stakeholders. Keynotes and panel discussions were avoided, to instead encourage engagement and discussions to enable active engagement of all participants. One of the highlights was a 10 years old Polish girl in her fifth class spoken freely in fluent English on her daily use of programming, Internet, social media, open text books and creating and use of OER, and moreover how formal and informal learning are merged and blurred.
The Open Education Leadership Summit 2018 is organized by ICDE, the Open Education Consortium, OECand the French Ministry of Higher Education and Research, MESR.
Who will attend: Leaders on all levels of online learning and open education at higher education institutions, leaders from organizations, companies, and agencies engaged in advocating for and leading adoption of open, governmental senior officials and newcomers to Open, who are looking to lead.

Lillehammer lifelong learning Summit. Lifelong learning for lifelong employability takes place in Norway, Lillehammer.
The speed of digitization is constantly challenging and affecting the ways we work. These challenges require new skills and competencies which again has led to an increasing focus on and demand for lifelong learning by society.
While digitization throws up new challenges, it is also the solution to address these. Through enabling accessibility and flexible delivery of new competency training, lifelong learning can be made available to all. However, these solutions to address societal needs of the work force of tomorrow, requires a close collaboration between providers of higher education, researchers, work life organizations and industries, technology suppliers and businesses.
The Summit is an international meeting place where higher education meets business for developing lifelong learning for the future. Researchers and professionals in lifelong learning and ICT in education will exchange and share their research and knowledge with representatives from industries and employers’ organizations, and Ed Tech providers will present their technologies and methodologies supporting lifelong learning.
